Bridgeport Schools Secure $1.2 Million in Services Amid District Budget Challenges
Bridgeport, CT – November 27, 2024 – Bridgeport Public Schools (BPS) announced Tuesday in a press conference with Mayor Joseph P. Ganim, U.S. Sen. Richard Blumenthal, Congressman Jim Himes, and LifeBridge Community Services that Bassick High School, Central High School, Warren Harding High School students will have increased access to mental health services as a result of $1.2 million in grants from the Connecticut Department of Health and the U.S. Department of Justice (DOJ).
“We are thrilled that students will continue to get the support they need, despite the District’s budget challenges,” said Dr. Royce Avery, acting superintendent of Bridgeport Public Schools. “This collaboration with LifeBridge, the State, and the DOJ, is exactly the kind of partnerships we are proactively seeking to secure additional resources that will help maintain programs that our vital to our students.”
Although the District announced a $38 million budget gap last week, BPS submitted 87 grant applications for fiscal year 2024, acquiring $97 million, and has applied to more than 50 grants to date, pursuing $94 million for fiscal year 2025. These funds are intended to provide vital support to students.
“I would like to thank Senator Blumenthal and Congressman Himes for providing LifeBridge with this grant that will help to support our Bridgeport students. The strategic implementation of this grant will help our school administrators to focus on the challenges that our young people face daily as they receive the resources and care they need within our schools. As mental health and social emotional learning has progressively become a top priority regarding the care of our students, this grant will help in a tremendous way to address the needs of the students in our City,” Mayor Joseph P. Ganim said.
LifeBridge is a behavioral healthcare organization in the city that serves children, adolescents, and adults through mental health and substance use recovery.
“LifeBridge partners with schools, healthcare providers, law enforcement officials, and the public to prevent acts of violence, treat the effects of exposure to violence, and promote trauma-informed practices,” said Edith Boyle, President and CEO of LifeBridge.
Staff members from LifeBridge began working directly with Harding students earlier this month. Its staff members have provided violence intervention and prevention services, which have included Social Emotional Learning (SEL) programming and training school staff with a $200,000 grant from DPH. A second 3-year $1 million DOJ grant awarded to LifeBridge will provide Community Resiliency Model training for educators and increased access to mental health services in addition to SEL services to students.
“LifeBridge understands that reducing violence in schools begins with mental and emotional support for struggling students. They will ensure that Bridgeport’s public schools are equipped to offer those resources, and that educators are trained in de-escalation and counseling. For nearly 180 years, LifeBridge has looked out for our community’s most vulnerable, and I am thrilled that this federal funding will strengthen their mission and ensure that Bridgeport’s children are set up to succeed,” said Congressman Himes.
LifeBridge has already hired a new Director of SEL and members of the organization’s leadership team has been coordinating with BPS school officials to coordinate the launch of programs.
Blumenthal said, “I’m looking to all of you to show us how this program really works to provide a model for the country. There aren’t that many communities that are going to have it. We’re going to be looking to you to show us success so that the federal government, and maybe others, will commit even more support.”

Bridgeport, CT – November 19, 2024 – The Bridgeport School District held a Finance and Facilities Committee meeting last night to address a budget gap of about $38 million. This meeting was convened to discuss the causes of the budget shortfall and outline the steps the district will take to manage this financial challenge.
"Our priority is to ensure that our students continue to receive a high-quality education while we work diligently to resolve these financial issues,” said Dr. Royce Avery, acting superintendent. “While we foresee several cuts to the budget during the 2024-25 school year, we intend to make as few changes to academics as possible, which includes staffing and programs. We are committed to transparency and will keep the community informed throughout this process.”
Key Points Discussed the Meeting:
- Causes of the Budget Gap:
- The 2024-25 school-year budget was adopted with a $26 million gap, with plans to use $26 million from the District’s reserve
- Federal and state COVID funding has come to an end
- Special education costs have increased due to unfunded state and federal mandates
The District is developing a plan to close the 2024-25 gap and to also provide budget relief for the 2025-26 year.
- Immediate Actions:
- Identifying ways to save during the current year to prevent the gap from increasing for the 2025-26 school year. This could include downsizing and reevaluating all positions, programs, and services
- Using $14 million of the reserve during the 2024-25 school year (instead of $26 million)
- Charging $6.5 million expenses in grants in accordance to FY 24-25 State-approved grants budgets
- Reverting District personnel and some programs to pre-COVID (ESSER) operation levels, which is estimated to save $10.3 million within the last six months of Fiscal Year 2024-25
- Reducing costs by $10.3 million by May 2025
- Long-Term Solutions: A comprehensive review of the district's financial practices will be conducted to prevent future gaps.
- Conducting a comprehensive review of the district's financial practices to prevent future gaps
- Reducing the budget by $12 million for the 2025-26 school year by reverting District personnel and some operational program to pre-COVID (ESSER) levels
- Exploring the possibility of consolidating schools after completing a Facilities Master Plan and Demographics Study
- Bringing Special Education services in-house, rather than sending students to programs outside of Bridgeport by constructing a new and expanded Special Education school in the District
Chief Financial Officer Nestor Nkwo said, " We understand the concerns this budget gap raises for our community. Our goal is to address this gap responsibly and sustainably."

Bridgeport Public Schools Announces Open Teacher Interviews

Bridgeport, CT – [October 8, 2024] – Bridgeport Public Schools announced Monday that its Adult Education program has been awarded a $110,000 grant from the Connecticut State Department of Education’s (CSDE) Academic Office. This grant is part of the Program Enhancement Project for Adult Education (PEP) competition, which aims to support and enhance adult education services across the state from fiscal year 2025 through fiscal year 2028.
"We are thrilled to receive this grant from the Connecticut State Department of Education. This funding will enable us to enhance our adult education services and provide our learners with the tools and support they need to succeed. By focusing on instructional innovation, technology integration, and career navigation, we can show our commitment to ensuring our students have brighter futures,” said Lynn Stephens, the Director of Adult Education.
The PEP Request for Proposal (RFP) was designed to increase the capacity of the state’s eligible providers to deliver essential educational and support services to adult learners in the state’s five workforce development regions. This initiative aligns with the Workforce Innovation and Opportunity Act (WIOA) Unified State Plan, which emphasizes collaboration with mandated partners, in this case The Workplace, Inc., and the alignment of core programs to implement critical elements of the plan. The overarching goals of the WIOA legislation include:
• Increasing accessibility to adult education programs and services for learners most in need
• Creating a seamless transition to postsecondary education and/or training through the
development of career pathways
• Fostering strong, literate families to reduce the current student achievement gap
• Building an educated and competitive workforce
Bridgeport Adult Education has proposed the following innovative activities for three grant priority
areas:
Instructional Innovation ($30,000): The program will create a comprehensive high school transition program for Bridgeport’s 17 to 18-year-old students and English as a Second Language. (ESL) students seeking to obtain a high school diploma. This initiative will provide educational programming, community services, and workforce development. Key components include a cohort-based format, biweekly presentations and workshops, an embedded workforce readiness program, individual counseling and mentoring services, contextualized opportunities through field trips, and professional development for staff.
Technology Integration and Expansion of Services ($30,000) A digital literacy program will be established to enhance students' skills and prepare them for success in the workforce or postsecondary education. Activities include developing a digital learning plan, hiring a digital navigator, providing
digital literacy instruction and credentialing opportunities, and hiring a Workforce Developer to support technology skills development and job search assistance.
Priority Area 9: Transition, Career Navigation, and Support ($50,000) A semester-long course will be created to provide exposure, experience, and exploration of career pathways to enhance employability and transition skills. This initiative will include a cohort-based format, integrating career awareness curriculum, using Transfr Virtual Reality (VR) Goggles for trade skills development, establishing career pathways with local partners, purchasing EnGen licenses for career-aligned English learning, and hiring a Workforce Developer to facilitate student engagement with workforce and post secondary opportunities.

Bridgeport Public Schools is thrilled to announce a significant partnership with Robert "Kool" Bell of Kool & The Gang, through his Kool Kids Foundation. This collaboration aims to enrich the musical landscape of Bridgeport's educational institutions, ensuring that students have access to high-quality instruments and opportunities for musical expression.
The partnership was celebrated with a Meet and Greet event on Thursday, May 30, where Bell shared his passion for music and his commitment to supporting underserved communities. Attendees were treated to a celebration luncheon, where the vision of the Kool Kids Foundation was highlighted, emphasizing the importance of music in the lives of young learners. "It's about communicating with people," Bell remarked. "It's not just about instruments - we want to do whatever we can do to help the kids."

Bridgeport Military Academy's Spartan Navy Battalion was awarded the first Unit Achievement Award in the history of the program this year!
The Unit Achievement award is awarded YEARLY to cadets in good standing who were unit members during the academic year during which the school earned the Unit Achievement status. The award is given only to those units that demonstrated exceptional performance but did not qualify for Distinguished Unit status. The highest award that can be given to an NJROTC unit is the Distinguished Unit Award (DUA), given to a Junior Reserve Officer Training Corps unit from their respective headquarters.
The Area Manager’s Inspection, the conduct of the cadets, community service, engagement in field trips, and such all determine the unit achievement award.
This is the culmination of years of hard work and dedication by NJROTC cadets at BMA since the unit was founded as an NNDCC back in 2014.

In order to improve outcomes and provide students with the knowledge and skills they need to succeed we need to invest in our schools. The Superintendent has asked the City Council for increased funding for FY2024-2025 to better serve our students and foster an environment where every student can thrive and reach their full potential.
